Industrial technology co-development and technology transfer projects
between Chinese and Spanish companies
Mandated by CHINA’s Ministry of Science and Technology and SPAIN’s Ministry of Industry,
Tourism and Trade, China’s TORCH (High Technology Industry Development Center) and Spain’s
CDTI (Industrial Technology Development Center) are making a joint effort to promote
international bilateral technology cooperation projects between companies of China and Spain,
under the “CHINEKA PROGRAM”.
The main objective of the “CHINEKA PROGRAM” is to facilitate binational industrial
technology co-development and technology transfer projects by companies of both countries.
TORCH Center and CDTI could also provide the needed funds from relevant science and
technology programs, for identified and approved projects, on the basis of matchmaking
services.
Chinese technological companies having the interest to collaborate with Spanish technological
companies could approach the Representative Office of CDTI in Shanghai, for matchmaking and
information purposes. Companies which have already developed collaborative relationships with
Spanish partners can apply together to CDTI, to be evaluated by the CHINEKA PROGRAM. As for
the approved CHINEKA projects, the Spanish participants could apply to CDTI for loans and
grants. Chinese participants could apply for funding to the INNOVATION FUND for Small and
Medium Technology Based Enterprises, according to the requirements of it. Projects measuring
up to the approval standards, enjoy the priority of being approved.
Requirements to participate in CHINEKA
1.The project should contemplate at least one Chinese company and one Spanish company.
Additionally, technological institutions of both countries could be also incorporated into
the project. The Chinese company is referred as the enterprise registered in China, and the
capital from Chinese companies (including HongKong and Taiwan) should exceed 50% o the total,
except for the enterprises of Chinese Overseas Scholars.
2.The main content of the cooperation should contemplate technology co-development and
technology transfers.
3.Chinese enterprises should enjoy the intellectual property rights of the achieved
developments by themselves and technology transfers under the bilateral agreement.
4.The participants should self-financing part of the cost of the project.
5.A cooperation document should be signed between partners.
